The Global Climate Adaptation Partnership (GCAP) is participating in a bid for a climate change programme in Kenya. The three-year project with a possible extension of up to 12 months will support Kenya to achieve sustainable growth through improved responses to climate change risks and opportunities. The Climate Finance and Institutional Expert will either be based in Nairobi or travel to Nairobi/Kenya on a frequent basis and will oversee the technical climate adaptation components of the programme. GCAP seeks a Climate Finance and Institutional Expert who will be responsible for the climate
finance technical components of the project, particularly involving innovative climate financing options, development of a climate trust fund, institutional strengthening and capacity building, and other strategic recommendations. Additionally, the Climate Finance and Institutional Expert will work collaboratively with the partners implementing other components of the programme to ensure timely reporting and successful delivery of the relevant work streams. Principal responsibilities include: • Manage the climate change finance technical components of the project in collaboration with implementing partners • Contribute to the proposal development and evaluation of the Innovation Fund recipients • Lead the establishment of a climate change trust fundin collaboration with implementing partners • Lead the institutional strengthening and capacity building components in collaboration with the core partner team • International and national co-ordination of climate finance technical assistance to the Government of Kenya and implementing partners supported under the programme • Contribute to the timely preparation and submission of monthly, quarterly, semi-annually and annually work plans and budgets and present the same for approval to the relevant approving authorities • Develop and manage relationships with the government, private sector and civil society at the national and county level to maximize the impacts of the programme while proactively influencing the climate change agenda to ensure agreed objectives are pursued • Contribute to the long term sustainability of the programme, including a strategy for knowledge sharing and transfer of capacity and expertise to the Government of Kenya and other related actors outside government Qualifications • Technical experience in climate change financeprogrammes and projects • Technical experience in setting up trust funds, particularly climate change trust funds • Advanced degree and experience in institutional development/financial management with advanced training/qualification in governance and climate finance issues • Demonstrate at least eight (8) years of relevant experience working on climate finance and institutional design projects • Strong familiarity with the climate change and finance issues in Kenya with proven networks within the government of Kenya, private sector and civil societies • Experience working with government stakeholders at policy level and within government systems in the preparation of rules/regulations • Excellent written and verbal communication skills in English • Working proficiency in Kiswahili will be considered an asset • Experience working in the Arid and Semi-Arid Lands (ASALs) will be considered an asset If your career aspirations match this exciting opportunity, please forward your curriculum vitae giving details of your qualifications and experience © 2013 GCAP Kenya, the Kenya member firm of GCAP International, a Dutch cooperative.
