ICT OFFICER
Job Level: Consultant
1.Description
Reporting to and under the day-to-day direction of the Chief Executive Officer of KTA, the job calls for the provision of ICT support, database and software development and administration expertise with particular focus on the KTA internal ICT requirements, KTA’s E-Portal as a key component of TMEA’s Single Window and NCTTCA’s Transport Observatory Project data requirements. This will include day-to-day ICT support of KTA staff, ICT systems (including maintenance of KTA website) and LAN/WAN as well as providing input to the development of technical documents, the design of KTA systems and applications. Other duties will include preparing and delivering of presentations as and when required, preparing of reports and required administrative documentation for KTA as may be required.
The job also calls for work-related travel that will be undertaken as and when needed.
2.Primary Objectives
- On assignment by the Chief Executive Officer of KTA, to assist with the design, analysis, maintenance, documentation, and testing of software and data developed/collected for the establishment of the KTA’s E-Portal as a key component of TMEA’s Single Window and NCTTCA’s Transport Observatory Project. The work will include the following:
- To participate in the committees as the technical programming input for the KTA’s E-Portal as a key component of TMEA’s Single Window and NCTTCA’s Transport Observatory Project data requirements with the stakeholders and to provide advice and technical software programming direction as and when required.
- To provide quality assurance control over software developed for KTA and for the software developed by vendors contracted by TMEA on behalf of the KTA.
- Take charge of in the maintenance of KTA’s ICT systems including the E-Portal, GPS system, GPS units’ inventory management among other systems.
- Undertake day-to-day ICT support of KTA staff, ICT systems (including maintenance of KTA website) and LAN/WAN.
- Provide assistance in coordinating the Transport Observatory Project survey activities within KTA; thus provide assistance in (with the help of periodically contracted survey supervisor):
- The identification of transporters/drivers for bot GPS based and Classical Road Surveys
- Issuing and collecting of questionnaires with the help of periodically contracted survey supervisors.
- The development of technical concepts and documents for the purpose of the survey.
- Be the technical liaisons person on matters relating to TTCA-NC’s Transport Observatory and TMEA’s Single window projects within KTA.
- To perform any other duty as may be assigned by the Chief Executive Officer of KTA
3.Skills Required
The Consultant shall have excellent skills in the following areas:
- Web Scripting Technologies with particular focus on ASP 3.0, ASP .Net, PHP, MySQL, Java, JSP/Servlets and Microsoft SQL Server.
- At least 3 years of experience in developing, maintenance and support of web-based, distributed, multi-user systems with notable experience working with GPS systems.
- Good general user, systems and networks support skills.
- At least a Bachelor’s Degree in Computer Science, Information Technology or related.
- Good analytical and inter-personal skills.
- Good report writing skills and an excellent command of English and Swahili. Command of French will be an added advantage.
- Experience in undertaking surveys will be an added advantage.
4.Recipients
The direct recipient will be KTA.
5.Reporting
The ICT Officer will report to and will be under the day-to-day direction of the Chief Executive Officer of KTA.
6.Timeframe
The assignment will be for an initial period of the period of 12 months with possibility of renewal.
7.Remuneration
The remuneration will be a gross total amount payable at the end of every month. The consultant will be required to handle filing of their taxes and other legislative requirement as per their country of citizenship.
