Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. NRC has mainly focused on Somalis who are displaced by the ongoing conflict and more recently by the drought and famine. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and Mogadishu), Kenya (Dadaab and Molo) and Ethiopia (Addis Ababa and Dolo Ado).
MONITORING & EVALUATION OFFICER
2 Positions
Reporting to: Area Manager
Duty Station: Dadaab
Duration of Contract: ASAP to 31st December 2012 (with possible extension)
Main Responsibilities & Responsibilities
- In liaison with the Project Managers starting at the project planning stage identify appropriate performance measurement indicators, standards and benchmarks relating to project scope, schedule and quality management and ensure they are factored into all project proposals and log frames
- Implement an effective M&E system and procedures to ensure consistent project quality assurance in all program activities within the NRC Dadaab Area
- Adapt, implement and maintain M&E tools developed for the monitoring of core NRC program activities within the Dadaab Area
- Provide as appropriate, feedback on the field performance of standard M&E tools
- Oversee the systematic and continuous data collection and analysis on the progress of activities over time and monitor results in terms of timeliness, quality, accuracy in line with the logical framework approaches (LFAs) best practice and committed project documents
- Provide technical support to field teams in planning and monitoring of ongoing projects as well as the development of systematic regular and structured M&E exercises
- Compile various periodic internal reports for smooth and timely implementation and accomplishment of planned project activities
- Manage the Area M&E database with each Project’s M&E focal persons, and generate periodic reports for each Project as per the NRC Somalia/Kenya M&E framework and donor partner requirements
- In liaison with the Project Managers build the capacity of project staff through hands-on coaching and event based training to ensure effective implementation of the Area’s M&E.
Qualifications, Skills & Experience required:
- University degree preferably in social sciences, international relations and/or development or other relevant discipline
- Training in monitoring and evaluation.
- At least 5 years’ relevant working experience in field M&E implementation
- Experience in design of baseline surveys and program evaluations.
- Excellent interpersonal, written and verbal communication skills
- Strong analysis skills (qualitative and qualitative)
- Ability to make quick and smart judgments in recommending alternative solutions within changed ground scenarios
- Experience in training and capacity building in M&E mechanisms at various project levels
- Good understanding of various donors’ requirements
- Experience working with statistical computer software packages
- Goal oriented, with ability to work under pressure, independently and with limited supervision.
