The National Council for Persons with Disabilities [NCPWD] is a State Corporation which was established in November 2004 following the enactment of the Persons with Disability Act, 2003 to formulate and implement policies that are geared towards mainstreaming Persons with Disabilities to the national economy and to create an enabling environment in which Persons with Disabilities can operate effectively and efficiently in order to contribute positively to the national economy.
The National Council for Persons with Disabilities invites applications from qualified, competent and experienced candidates for the following Permanent positions
PROCUREMENT OFFICER – Job Group ‘L’ (1 post)
Reporting to the Director, the duties and responsibilities will entail the following:-
- Ensure continuous supply and delivery of goods, services and works, as and when required for day to day operations of the Council.
- Carry out suppliers performance evaluations in accordance with existing guidelines.
- Prepare documentation, undertake tender exercises and arrange for formal execution of contracts to enable the Council obtain goods, services and works,
- Coordinate the receiving, opening and evaluation of tenders, proposals, quotations
- Issue procurement and disposal documents to suppliers in accordance with the law and regulations
- Maintain effective liaison with the legal department in respect of contract issues, ensuring that documents are legally vetted
- Co-ordinate the formal vetting of prospective tenderers to determine their suitability for trading.
- Ensuring compliance with established national and internationally recognized procurement procedures;
- Undertake negotiation with suppliers to resolve disputes, arrange contract variations and enforce contractual obligations.
- Monitor designated Council contracts to provide effective support to customers during the implementation, review and renewal of such contracts
- Coordinate procurement activities to ensure compliance with the Public Procurement and Disposal Act 2005, Public Procurement and Disposal Regulations 2006 and other laws and policy documents that impact on procurement.
- To be familiar with supply markets and routinely undertake supply market research and analysis
- Maintain and update annually standing lists of pre-qualified suppliers
- Offer advisory services to user departments for effective and efficient implementation of the procurement plans.
- Maintain proper procurement records (purchase returns) i.e. for submission to the PPOA.
- Source, select and negotiate for the best purchase package in terms of quality, price, terms, deliveries and services with suppliers.
- Raise LPOs and ISO’s and conduct periodic and annual stock taking.
- Contribute to the development, implementation and delivery of the annual Departmental service plan, key performance indicators, and the Council’s procurement strategy.
Requirements for Appointment
- Five (5) years of uninterrupted service with at least three (3) years relevant experience in supply chain management at a senior level preferably in a public sector institution
- A Bachelors’ degree in Supplies Chain Management or Economics/ Commerce /Business Administration or other relevant and equivalent qualification from a recognized Institution with postgraduate Diploma in Supplies Chain Management from a recognized Institution;
- Membership to the chartered Institute of procurement and supplies (CIPS) or the Kenya Institute of supplies Management (KISM) or any other relevant professional body.
- Computer Application skills.
- Must be familiar with Public Procurement and Disposal Act.
Terms of Service: Permanent
Salary – Kshs 30,472 X 1,524- 31,996X 1,599 – 33,595 X 1,680-35,275 p.m
Allowances
- House Allowance- 20,000 /= p.m
- Commuter Allowance – 6,000 /= p.m
- Leave Entitlement- 6,000 p.a
